They are basically double printed targets, with a bright, vibrant undercoat of fluorescent yellow, overlaid with a thin black top coat. As the shot, (be that live round or airgun pellet), tears through the paper, it removes the top black layer of paint, leaving a super bright, clearly visible yellow ring around the shot.
